О АКТУЕЛНОСТИ ПРОУЧАВАЊА ОДЛУКА ДРУГОЕ ЗАСЕДАЊА ABHOJ-a

SUMMARY Actual Interest of the Study of the Decisions of the Second AVNOJ* SESSION The study of the decisions of the Second AVNOJ Session is very significant for the constitutional and political history of modern Yugoslavia. The actuality of the this study results from the fact that to-day, thanks to the distance of time and preceding studies, we can shed more light on, from the theoretical aspect, and appraise what was of decisive importance for organization and guidance of revolutionary changes in Yugoslavia in the course of World War II and establishment of the fundaments of the new political system before the war was over. In this study it was started from the proposition that Revolution, conducted in the conditions of general uprising and People’s Liberation Fight, of all of the Yugoslav people’s, represents in their history one of the most significant liberation acts. It was a composite action having wider aims than the direct fight for liberation from the occupator. It was, at the same time, the fight for national liberation, equality, and self-determination. Consequently, it had, inter alia, a poly-centristic character, regardless that it contained through the central bodies of the People’s Liberation Movement, and under direct guidance and influence of the Komunist Party of Yugoslavia, uniform trends and a uniting process. The People’s Liberation Fight, moreover, aspired after new relationships, after a structure with such a social and political content that w r ould secure liberation and self-determination of peoples of Yugoslavia, but also the basic social and political liberating aspirations of those social strata that took part in great masses in the People’s Liberation Fight of workers, majority of peasants, and intelligentzia, and of youth in particular. The entire process ultimately meant social revolution, and mass and direct participation of the basic social strata in implementing on such liberating action, it gave a truly democratic character to all the institutions and forms of revolutionary fight, to the People’s Liberation Committees in particular. The People’s Liberation Committees w r ere, in addition to other forms of Revolution and fight, the seed of the new political system. They are the foundation of the entire system of authority, from the local to the highest committees and territorial councils and even AVNOJ, which was constituted in the Second Session into the supreme organ of power, and representatives of sovereignty. The People's Liberation Committees represented the nucleus of self-government, and the organizational basis of the principles of federalism. AVNOJ is the first form of the central representative body of the new political system and the present Federal Assembly takes origin from it. The Second AVNOJ Session was held in the period when the basic scheme of the relationships of social and political forces, as a result of a series of armed fights and political action, and of international military and political situation in particular, essentially changed in favour of the People’s Liberation Fight. That meant the basic victory of the Revolution. The decisions of the said Session represent, therefore, a form of political institutioning of the Revolution itself.
