LABOUR-LEGAL POSITION OF PERSONNEL EMPLOYED IN BODIES AND ORGANIZATIONS OF THE SR OF YUGOSLAVIA
SUMMARY
The existing situation of the normative regulation of labour-legal position of the employee in the bodies and organizations of the Federal Republic of Yugoslavia is, still now, based on a conception of the socialistic selfgovernment and principles of the Law on Associated Labour, neglecting the social changes which arose in the meantime. Such situation could not be maintained further and additional efforts are required to speed up prosedure of regulation of the position of the federal administration on modern contemporary principles.And this matter has been dealt with since 1992. In the meantime some more versions of proposal of the law have been prepared, which brought certain dilemmas, too, not solved yet. However, regardless some disagreements in regard to individual legal solutions, it is evident that the federal administration in future will be based on the conception of the so called “employee system", which means creation of highly professional, competent, efficient, politically neutral and responsible administration. One may expect the new law to be brought in the course of the year 1998. and it will include all the best solutions offered up to now.
